The Halff Windham Foundation is a small family foundation dedicated to providing direct financial support for transformative projects in the arts and education.

Established in 2018, the foundation specifically funds programs that create life-changing opportunities for historically marginalized communities and initiatives that honor and amplify their voices, achievements, and lived experiences.
Our Team
The Halff Windham Foundation is led by Larry Halff and Randy Windham. Larry and Randy were married in San Francisco in 2013 and now live in Northern Virginia with their dog, Betty.

President and Co-founder
Larry guides the foundation’s philanthropic vision, with a focus on expanding access and advancing meaningful change through the arts and education. His leadership emphasizes long-term partnerships that uplift underrepresented voices and create pathways for emerging talent and underserved communities.

Larry Halff is a philanthropist, visual artist, and investor with a cross-sector background in the arts, technology, and nonprofit fields. His current work in visual media draws on his long-standing interest in human perception and built environments, informed by a blend of sociological inquiry and technological fluency.
He holds a B.A. in Sociology and Anthropology from Earlham College and an M.A. in Education and Computer Science from the University of British Columbia, where he worked in the Multimedia Ethnographic Research Lab. Larry went on to found and lead several technology ventures focused on user experience and social software. Today, his multiple roles bridge disciplines to support equity-driven initiatives and creative innovation in both philanthropic and artistic contexts.

With a rich background in the culinary arts, he brings to the foundation a lifelong passion for creativity, storytelling, and community engagement.

Randy trained at the New England Culinary Institute, earning an Associate of Occupational Studies in Culinary Arts. He then worked at the Michelin-starred La Régalido in the South of France before returning to the U.S., where he spent the next decade in the kitchens of iconic Bay Area restaurants including Zuni Café, Chez Panisse, Oliveto, Eccolo Café, and Liberty Café. These experiences deepened his appreciation for food as a form of cultural expression and the power of shared meals to build connection and community.
After his time in restaurants, Randy transitioned into wholesale food distribution, most recently working as a buyer for Earl’s Organic Produce in San Francisco. Since relocating to the East Coast in 2023, he has been exploring new ways to merge his background in food with local community-building projects.
